Shane Gusman—Managing Principal
Shane Gusman is a partner at Broad & Gusman LLP specializing in governmental and regulatory advocacy. He has represented a wide variety of interests at the Legislature and numerous state agencies. He has served on the board of directors of several nonprofits and is the Insurance Commissioner’s appointee on the Board of Governors of the California Insurance Guarantee Association. Prior to becoming a lobbyist, Mr. Gusman worked as an associate at a business litigation firm where he represented clients in both federal and state court. He is a graduate of the University of California, Davis School of Law.
Matt Broad—Partner
Matt Broad is a Partner at Broad & Gusman Governmental Advocacy, where he represents labor unions, local governments, and nonprofit organizations before the California Legislature and state agencies. Since joining the firm in 2017, Matt has led legislative advocacy, political strategy, and budget-related efforts on a wide range of complex policy matters, with a particular focus on labor, workforce development, infrastructure, and regulatory issues.
Matt began his legal career as a law clerk at Altshuler Berzon LLP, where he worked for two years prior to joining Broad & Gusman. In 2020, he served as a Legislative Representative for the State Building and Construction Trades Council of California, gaining direct experience advancing statewide labor and infrastructure priorities, before returning to the firm in 2021.
Matt is a member of the California Bar and a graduate of the University of the Pacific, McGeorge School of Law, where he earned his Juris Doctor with a concentration in Capital Lawyering. He received his undergraduate degree with High Honors from the University of California, Santa Barbara.
He currently serves on the Board of Directors of the Consumer Federation of California and the Northern California Jewish Labor Committee, and is Co-President of Congregation Beth Shalom in Carmichael. Matt also sits on the California Department of Cannabis Control’s Cannabis Advisory Committee.
Connor Gusman—Associate
Connor Gusman is an Associate with Broad & Gusman. He previously served as a facilitator and senior trainer for the California Association of Student Councils and the National Leadership Institute with a focus on developing young leaders and promoting civic engagement. Before joining the firm in 2025, he attended UCLA where he studied sociology.
Melissa Mayorga—Office Administrator
Melissa is our client relations specialist. She has been with the firm since its inception and serves as point person for the firm and client regulatory reporting and other compliance requirements. She is also the liaison between the lobbyists, legislative members, staff, and client personnel. She is a graduate of the University of California, Davis.
